he 12th Annual SEE Energy Finance Forum brings together leaders across the energy sector, government and institutions, sharing key insights into the evolving energy landscape and the new investment opportunities it presents. As the region moves on to a new framework for renewable energy development and continues its investment in energy efficiency initiatives, we will ask the key questions on investors’ lips including:

– which financial and contractual models will come to dominate the space?

Milica Pesteric

Senior Associate, Bojovic Draškovic Popovic & Partners

Milica Pesteric is a senior associate at Bojović Drašković Popović & Partners. Her main focus is on energy, contract law as well as overall commercial law.

Prior to Bojovic Draskovic Popovic & Partners, Milica was a senior associate in another reputable Serbian full - service independent law firm and prior that an in - house lawyer in one of the world’s biggest oil and gas companies. Milica earned her LL.M. from the Queens’ College, Cambridge University, where she read 4 papers: Corporate Finance, Corporate Governance, International Commercial Litigation and Competition law. She earned her LL.B. from the University of Belgrade, Faculty of Law. While at university, Milica was recognized many times for her exceptional achievements. She was awarded by the Ministry of Education of Serbia for the Best Students in the Country in 2003. She participated in the Contact 14th Willem C. Vis International Commercial Arbitration Moot.

Milica is fluent in English and has an upper intermediate knowledge of German. Milica is a member of the Serbian Bar Association.

Milos Colic

Director, New Energy Solutions

Milos Mladenovic graduated from the University of Belgrade’s Faculty of Electrical Engineering in 1995. He joined EPS in 1998, working in the fields of real-time System Operation. After the establishment of the Serbian TSO (EMS) in 2005 he has played important role in the emerging process of the electricity sector unbundling and liberalization of the national electricity market.
He participated in the process of drafting Serbia’s National Energy Law in several iterations, in line with the 2nd and 3rd “Energy package” of EU legislation.

In 2008 he became the Assistant General Manager for System and Market operation at EMS, and in 2010 he was appointed as the Executive Manager for System and Market Operation, performing the executive management role for all System and Market operation issues. Starting from 2012 he has worked as a Director for International and Regulatory Affairs, at the same time performing the role of the ENTSO-E Board member and the Convenor of the ENTSO-E Regional group for the South East Europe.

With comprehensive regional and European experience, as the member of the ENTSO-E Board and ENTSO-E Market Committee, as well as the Chairmen of the SEE RG within ENTSO-E MC, he became one of the key players in the process of the SEE Electricity Market integration and EU Target Model implementation in the SEE region./span>

Since July 2015 he has worked as Managing Director of SEEPEX (South East European Power Exchange), JSC established by EMS and EPEX SPOT (European Power Exchange based in Paris). He is also the member of the Group of Experts on Renewable Energy (GERE) established under the UNECE Sustainable Energy Division and he participates as an independent expert in the field of Market and System Operation on several consultancy projects all over the world./span>

Siniša Janjušević

Director, Resalta Montenegro

Siniša Janjušević, Director of Resalta Montenegro and Head of Energy Solutions for District Heating, is an expert in biomass and waste to energy solutions as well as district heating and combined heat and power plants.

Part of Resalta since 2015, Siniša was project leader on the 5MWe Slatina biomass cogeneration plant, the largest of its kind in that region of Croatia. He was also behind the
implementation of the first ESCO projects in Montenegro and Serbia and is focused on developing large-scale renewables projects in SEE.
A mechanical engineer, he has nearly two decades of experience on HVAC systems and energy efficiency in SEE.

Vladimir Ivic

Technical Director, John Laing

Vladimir Ivic is an experienced professional with an engineering and finance background and wide-ranging expertise in technical/service sectors in energy and environment, construction, estates and facilities, and project management. He has a solid business development track record, and has also developed and implemented strategic plans, sales/marketing plans and business strategies as well as a range of other assignments, assessments and feasibility studies. Vladimir has worked on a wide range of projects (from £2m to £1.5bn in value), and managed teams of up to 40 in-house staff and consultants. From 1994 to 2002, he held two senior positions with two large American multinationals, Honeywell and Johnson Controls. From 2002 to 2014, he was
running his own technical consultancy company, which involved a wide range of projects in energy/performance contracts, estates and facilities, and project management.

Since 2011 he has been working with John Laing: until 2014 as in-house technical advisor (on contract) for waste, biomass and renewable projects; from 2014 till now as a full-time Senior Technical Director.

Thomas Winkler

Head of Corporate Transactions, VSB Holding

Thomas Winkler has been the Head of Corporate Transactions at VSB Holding GmbH since 2017. His responsibilities include company acquisitions, evaluation and purchase of projects in the field of renewable energies, development of business segments concerning Power Purchase Agreements (PPA), design of financial products as well as investment products, development of an IPP within the company (wind and PV). Prior to this, he was the Head of Sales and Finance at VSB Holding. From 2008 to 2014 Thomas was responsible for Project Development in Eastern Europe for WSB International, where he was involved in the analysis and preparation of market entries in the field of renewable energies, development of business units, project development in the field of wind energy in Romania and furthermore management of the regional office. He holds an Economics degree from the Technical University Dresden.

Since 2011 he has been working with John Laing: until 2014 as in-house technical advisor (on contract) for waste, biomass and renewable projects; from 2014 till now as a full-time Senior Technical Director.

Zinaida Dimitrijevic

Lead Expert for Electricity Generation, Elektroprivreda BiH

During my working life time in energy industry I am dedicated to science and to researching which is enabled me to obtain a PhD in energy sustainable development in 2015.
In daily work I am responsible for the cooperation with power utilities regarding management reporting, analysing and suggesting corrective and preventive measures related to power generation and environmental protection (based on trends and historical data), cooperation and working on almost all activities related to environment protection related to electricity generation, participating in making power balance related to electricity generation, and representing the Power Generation department in projects directed by the Sector for development in enterprise (Strategic Development Plan, National Emission Reduction Plan, etc.)

Zoran Obradovic

Managing Director, WPD

Zoran Obradović is managing director of wpd Adria – Dubrovnik, Croatia based regional branch of German wpd, one of the leading wind park developers. wpd Adria successfully completed four wind park projects in Croatia of more than 90 MW installed power and is currently preparing a new development phase, investigating opportunities in Croatia, Bosnia and Herzegovina, Serbia, Montenegro, Macedonia, Albania and Kosovo. Following a mission to be regionally recognised as the best wind park development partner, Obradović leads a team working with local project partners, land owners, grid operators, community and government representatives across the region in order to participate in renewables energy utilisation development and total energy mix share increase.
After completing a Bachelor of Management from the Rochester Institute of Technology in 2009, Obradović worked at the American College of Management and Technology in Dubrovnik and moved on to the Mayor’s office of the City of Dubrovnik where he was communication officer. During this post, he earned Master of Arts in Diplomacy and International Relations degree at the Libertas University. In 2013. Obradović became marketing director at INA, Croatian oil and gas corporation with a strong presence in the region. Before joining wpd, Obradović was executive director of INA – Crna Gora, Montenegrin branch of the company, during which time the subsidiary doubled its market share and launched retail network development campaign consisting of a mix of greenfield investments and acquisitions.
Since January 2018, Obradović became director of wpd in Croatia. He is currently a doctorate candidate at the Management of Sustainable Development interdisciplinary programme at the University of Rijeka. Since 2015, Obradović is presiding the Management Council of the Special Nature Reserve Lokrum, a natural and historical heritage island near Dubrovnik with very strict habitat protection measures. He has also been guest lecturer at the Bernays College of Communications in the Corporate Social Responsibility course and adjunct faculty at the Libertas University, teaching marketing, conflict management and international integrations. He is a great fan of technology and cars, advocating for sustainable development of new mobility technologies, autonomous transports and clean energy sources for transportation, but also preserving driving excitements at closed tracks and courses and the development of recreational auto-sports.
